Charles J. Rupley

At this time little is known about Charles J. Rupley and his wife Clara W. Rupley of Placerville.
 
We know that they bought the property of Rubicon Springs, 280 acres, from the estate of Ralph Colwell based on the inheritance tax appraisal, dated September 6, 1927. They then sold it on January 6, 1928 to the American Trust Company for $10 and other valuable considerations. Rupley may have been acting as an agent for the American Trust Company, or, was an investor who saw an opportunity.
